Тут зависит от того какой альянс тебе нужно сломать . Я буду объяснять на примере альянса : "Союзники" .
1.В корневой папке мода , создать папку history
2.В папке history создать папку countries
3.Из папки игры(ваннилы)копируем файл лидера альянса(путь : Hearts of Iron IV\history\countries )  , в моем случае это  ENG - Britan
4.Вставляем этот файл по пути корневая папка мода/history/contries
5.Открываем этот файл
6.Ищем нужную строку , в нашем случае это create_faction = Allies

7.Удаляем всех участников альянса , в моем случае нужно удалить эти строки

Войдите или зарегистрируйтесь, чтобы увидеть скрытое содержимое.

8.Запускаем игру , и радуемся результатом
