Paradox Interactive.
Cold War.

Factbook CIA World!

Supreme Ruler Cold War - Developer's Diary # 1
The Cold War pretty well defined the second half of the 20th century - nearly every action taken by governments around the world was done so against a backdrop of Capitalism versus Communism, NATO versus the Warsaw pact, Americans versus Soviets. The world's Superpowers battled on all fronts - diplomatic, scientific, military, covert, and economic. It was a time with no precedent in history, and the future of the entire world was at stake.
Since the release of our Gold Edition of Supreme Ruler 2020 last year, there has been a lot of speculation from our fan base about what our next title would be, and the Cold War era has been on the top of many wish-lists. So we were particularly pleased to finally be able to announce Supreme Ruler: Cold War, to be published by Paradox Interactive.
Though there have been some games that have tackled the Cold War era, it remains one of the less explored areas of strategy gaming. For many, one of the touchstones of the genre is Chris Crawford's Balance of Power game, first released in 1985. While this is a very "high level" strategic game that focuses primarily on actions/reactions, it does an excellent job in managing to convey the complexities and dangers of the Cold War era. It is certainly one of the inspirations we bring to the development of Supreme Ruler: Cold War.
Yet the Supreme Ruler game engine allows us to go far beyond the basics pioneered in Balance of Power - the detailed economic and military models of the Supreme Ruler series are able to provide much more depth and detail.
We do understand that high levels of detail - and the additional complexity it brings - is not what everyone looks for in a strategy game, and we will have to deal with many conflicting demands for simplicity versus depth from our existing and potential new fans. There are many design elements we'll be talking about over the coming months that will attempt to bridge these gaps, though it is important to state right up front that Supreme Ruler: Cold War is not meant to be just a "flashier" Balance of Power. While we share the same inspirational roots, the Supreme Ruler games have always allowed players to drill down and manage their regions in great detail, and we intend to keep that as an element of our future games. The challenge is to come up with an interface and design that allows players that want to avoid that level of management to play and have fun at as well.
As Supreme Ruler: Cold War is our first historical title, it brings the very exciting new realm of "what if" into the gameplay of Supreme Ruler. History tells us about how the Cold War turned out, but there are so many turning points of events and personalities that the end result was never certain... Supreme Ruler: Cold War will allow players to see if they can change history, improve upon it, or succumb to it.
In the response we've received since the announcement of Supreme Ruler: Cold War we can see that there is a lot of excitement and enthusiasm for a title like this, and we look forward to sharing many more details of this project in the weeks and months to come.

Supreme Ruler Cold War - Developer Diary #2
As we mentioned in the first developer diary, the main focus of this title is going to be on NATO vs the Warsaw Pact and how the United States and Russia provided aid to other nations, did their best to undermine unfriendly governments, and even used their militaries to attract and bully other nations into their "Sphere of Influence".
Right away one of the concerns we've had from our existing fan base has been, "Is that it? I can only play as Russia or the United States?" To set minds at ease, the answer to that is a definite "No". At the moment it is intended that there will only be two Campaigns included with the game on release, one of which will place the player in the role of the United States, and the other will have them playing as the USSR. However, in Sandbox mode, you will still be able to choose to play as any nation that existed in 1949. And like our previous games, you will then be able to customize many of the settings of the game - especially the Victory Condition!
"So I can still start a sandbox game as the Czech Republic?" Well unfortunately the Czech Republic did not exist in 1949. It was part of Czechoslovakia and was held firmly within the Warsaw Pact by Russia, at times through Russia's less than subtle use of force. In a sandbox game though, you could still decide to play as Czechoslovakia.
"I'm looking for a challenge, so I'm going to start a sandbox game as Jamaica!" In 1949 Jamaica was a Colony. It did not gain its independence from the United Kingdom until 1962, so it also is not available as a starting nation in this game. But colonies are perhaps the key to successfully surviving the Cold War!
The Cold War period saw a great many "Colonies" gaining their independence to become sovereign nations in their own right. Many of these colonies were aided in their desires for independence by actions of the Super Powers. In return, the Super Powers hoped to bring the emerging nations into their Sphere of Influence. Sometimes this worked... and sometimes it backfired. As players lead whichever side they choose, they will frequently see nations gaining their independence through the course of the game and quickly have to decide how best to deal with this new nation or risk losing any influence over it whatsoever.
Although players will not be able to have direct diplomatic contact with a colony while it is still under another nation's rule, there will be Espionage and Diplomatic missions that can be attempted as a way of either encouraging or discouraging independence. Help support an insurgency that causes a Colony to successfully gain its independence and they may land in your sphere!
"Everyone is either Red or Blue?" No! Another movement that was popular during the Cold War was the desire by many nations to remain "Non Aligned" to either the USSR or to NATO. Many of the African, South American, and Southeast Asian countries were members of this group. Many of the members of the "Non Aligned Nations" were newly independent, so they were naturally protective of their new found sovereignty and didn't wish to be considered under another nation's influence. While this may make it difficult to attract new members to your sphere, sometimes circumstances can force the issue, or you can use your tools of "persuasion"...
As with our previous Supreme Ruler games, one of our goals is to give players many different ways to play, with a lot of flexibility, options and gameplay variety available.

Supreme Ruler Cold War - Developer Diary #3 Research - Cold War vs 2020
One of the things we took pride in with Supreme Ruler 2010 and 2020 was the level of research that we did to provide economic, political, and military realism to these games. Without the Internet, there would have been no way that a game such as ours could have been made without a HUGE team of researchers looking up this data. As it is, we have literally spent years of time mapping out political relationships, social values, population distributions, locations of military bases, where all the various mineral deposits are in the world, investigating the real world inventories of military equipment ("Order-of-Battle", or ORBATS), analysing the stats and locations for all of that military hardware, determining game specs for each type of unit, and even down to figuring out the locations of all nuclear power plants in the world and the quantity of materials necessary to make nuclear weapons (causing us to wonder if this would generate a visit from the RCMP - Canada's less scary equivalent to the FBI). Both previous games were set in the "near future" so we had some poetic license with the data, since the conditions that provided the story-lines for the games were bound to have some effect on the conditions of nations, but we did our absolute best to ensure accuracy.
Now we're working on Cold War... What's the difference? Well, the advantage we had dealing with the "near future" is that we could look at today's data and extrapolate it for five or ten years down the line, based on the circumstances that we described in our story lines. For researching modern-day information, there's the wonderful Internet. Virtually everything is available: National Debt, GDP, Literacy Rates, Key Import/Export Data, Political Makeup, International Relationships etc... etc... At this time I should probably give a tip of the hat to some of the key websites, in no particular order, that provided invaluable help in the previous games: The US Department of Energy; Nationmaster.com; Scramble.nl (Airforce overviews); Army.mil; US Energy Information Administration; Periscope; GlobalSecurity.org; and of course my favorite... the CIA World Factbook!
The problem now is we're not looking for current data, instead we're looking for data from 60 years ago! They didn't have the Internet back then... instead they had something called "books". Not as convenient as typing in a search engine, but it should work... Hmmm, I don't know about your local library, but ours doesn't stock many Atlases from 1950. Someone somewhere should have converted all this historic information to digital and put it on the Internet somewhere? You would think so, but good luck trying to find it! I know that this Dev Diary is now beginning to sound more like a rant than a Diary, so here I'll fess up and let you know how I've spent my past couple of weeks. From the 2010/2020 maps, we needed to redo the Road and Rail networks around the world for our 1950 map. I guess I drew short straw (although I don't actually remember doing that) and I've re-painting the roads and rails. First I spent a few days trying to locate a good source for Major Roads and Rails for ALL nations of the world in 1950 so that we could have a common standard one nation to the next. For some countries the Internet still provided the answers (1950 map of US interstates for instance), but for most, there just hasn't been a decent source. We picked up the "Complete National Geographic" set on DVD and I've been having to use old maps from that so that we could have something of a common standard. Don't get me wrong, they have the information I need, but most of them have too much other data as well and they are just scans of the old maps so I can't filter out the topography, or the river names, or the myriad of other miscellaneous data and they are "difficult" to follow at times. Bottom line... after about four or five hours per day of looking at these maps and trying to figure out which road and rail lines were key and then mapping them on our 1950 Game Map, my eyes feel like they're going to explode. And at the time I thought it was a pain doing this for SR2010... silly me!
That's just one example of our new research challenges (and it happened to coincide with the timing on needing to do a new Dev Diary)! So for all you would be Game Designers out there who think this is glamorous occupation, like every job, it has its good days and its "Loathsomely Tedious" days!

Supreme Ruler Cold War - Developer Diary #4 - Notices and alerts
Game Development is a strange beast. It seems that with each title we spend a certain amount of time revisiting things we had completed before. The GUI (Graphical User Interface) is the prime example of this. With the feedback from a previous title, there is always a desire to address some of the concerns both from the community and from our own observations. Areas in Supreme Ruler Cold War such as "Production" contain much the same information as in the previous game but presented in what we hope to be a more concise format with key information prominently displayed and less important data relegated to tooltips and separate panels.
Other areas require GUI changes because they reflect feature changes. The first such change that we had to make was to remove the e-mail system previously used to communicate information to the player. The information was generally useful but the e-mail inbox was often full and players had limited filters to organize the messages. Besides, e-mail didn't even exist at the start of the campaign in 1949. As such we have taken this opportunity to improve our player feedback.
The new "Player Feedback" system consists of two parts; the first is a set of alert icons attached to the right side of the screen. These categories, such as Military or Economy, are used to make the player aware of day to day events that are relevant to their nation. For example, when a certain commodity is priced too high for the population or not available in enough quantity to meet demand, that situation would be reported here. Likewise, if you receive a Diplomatic Offer from another nation, the notification and access to that offer will be here.
The second part of the information system uses what we have termed as On Map Notices. These are messages attached to a specific location in the world, indicating information that is important to that area. While knowing that a certain building has completed construction is interesting, the interest is less when you are fighting a war on the other side of the continent or dealing with spies in your region. On Map Notices have the immediate effect of filtering all messages geographically. This also means that if you don't look at South America for a while, when you do get there you can begin by reviewing the notices for Brazil to understand what has occurred there recently, then examine the next country.
Over the coming months, we will be working to balance where and when messages arrive. Some will appear in both places though others will be only in the alerts or only in the On Map Notices. We will also be adding new notices to cover the information related to the other new features coming in this version of Supreme Ruler.

Supreme Ruler Cold War - Developer Diary #5
Theaters & Battlezones
If you are new to Supreme Ruler or BattleGoat Studios I'll take a moment to say that we we pride ourselves on creating our games with a 'no limits' approach, modelled in a realistic world setting. As such, when playing as one of the larger nations, a player may find themselves in command of literally thousands of military units. As you might imagine, that number can pose some playability challenges.
When we entered development of Supreme Ruler 2020 we noted requests from our players for improved unit management, less micromanagement and an overall push towards making the game more approachable for new players. This has continued to be one of our biggest design challenges, though we know that we can't please everyone. Some die hard players really wanted a true "military hierarchy system" but our real-time-strategy gameplay and wide-open maps became an obstacle to a formal command structure. Instead for SR2020 we incorporated an improved system of "Battle Groups" that provided an ability for players to create groups of units in excess of the traditional 1-10 'number groups' found in many strategy games. We also enhanced the keyboard commands available to provide orders to your Battle Groups. Players that had experienced both SR2010 and SR2020 appreciated the improvement with orders such as Formation Movement, same-speed travel, etc, but there was still a ways to go...
That brings us to Supreme Ruler: Cold War. One of the key design changes we've added to help players is the introduction of "Theaters" and "Battlezones". In addition to the traditional country borders within the game, we have divided the world into 21 Theaters and these are then divided into Battlezones. These divisions can span multiples countries and can be assigned priority and individualized rules that your State Department and Defense Ministers can then use to make decisions regarding Troop Deployment, Espionage, and Diplomacy. An example of this would be playing as the United States and making the South East Asia Theater a military priority. In that situation, unassigned military units within the US could be automatically deployed to positions within South East Asia. In this way, you do not have to review all your units, and manually give each an order to move to a specific area in the world. On-Map Notices (see Developer Diary #4) would then provide players with feedback on the events and status of each Theater making it easier to get a grasp on where the current hot spots in the world are and reacting to them.
Within a given Theater there are many subdivisions called Battlezones which further allow players to assign specific Rules to whatever military units might be stationed there. For instance, continuing with the example of playing as the United States, you could review the Central European Theater, and assign the Battlezones that fall on the borders between Western European and Warsaw Pact forces as High Priority Defensive areas. This would then tell all of the forces that are deployed in the area where your most important positions and front lines are, and direct units to be deployed there to provide good Defensive Strength.
Theaters can also automate other elements of the game. You can queue up unit fabrication in one area of the world, and then deploy the reserve units into a different theater. Larger lists such as country names in the State Department are also displayed by theater making navigation even easier.
Theaters and Battlezones are just another way that Supreme Ruler Cold War will allow players to focus more on their higher level goals, allow them to feel less like a local commander and more like a Supreme Ruler.

Paradox Interactive.
Cold War.

Factbook CIA World!

[Cкрыть]As we mentioned in the first developer diary, the main focus of this title is going to be on NATO vs the Warsaw Pact and how the United States and Russia provided aid to other nations, did their best to undermine unfriendly governments, and even used their militaries to attract and bully other nations into their "Sphere of Influence".

[Cкрыть]One of the things we took pride in with Supreme Ruler 2010 and 2020 was the level of research that we did to provide economic, political, and military realism to these games.

[Cкрыть]Game Development is a strange beast.

[Cкрыть]Theaters & Battlezones
